HCD Review

Housing_Plan_Update_4C The State Department of Housing and Community Development (HCD) submitted their Review Letter on June 12, 2018 regarding their review of the City of Encinitas’ 2013-2021 Draft Housing Element. The draft 2013-2021 Housing Element upon which the HCD review letter is based, and which the City Council considered at their June 20, 2018 meeting, includes the following:

Section 1: Housing Element Policy Program – contains the policy program for the Housing Element
Appendix A: Community Engagement Summary – provides a summary of community engagement activities conducted and community comments
Appendix B: Housing Profile Report – provides the requisite analysis of housing need, constraints and resources pursuant to housing element law
Appendix C: Adequate Sites Analysis – provides the requisite analysis for the provision of adequate sites to accommodate the City’s RHNA need

Revised Submittal May 31, 2018

A revised draft of the 2013 – 2021 Housing Element Update was submitted to State Department of Housing and Community Development (HCD) on May 31, 2018 to make other minor edits/corrections. All of the modifications are indicated in redline/strikeout format. The following documents were included in the resubmittal:

Section 1: Housing Element Policy Program – contains the policy program for the Housing Element
Appendix A: Community Engagement Summary – provides a summary of community engagement activities conducted and community comments
Appendix B: Housing Profile Report – provides the requisite analysis of housing need, constraints and resources pursuant to housing element law
Appendix C: Adequate Sites Analysis – provides the requisite analysis for the provision of adequate sites to accommodate the City’s RHNA need

Revised Submittal May 25, 2018

A revised draft of the 2013 – 2021 Housing Element Update was submitted to State Department of Housing and Community Development (HCD) on May 25, 2018. The revised document removes one site (referred to as Strawberry Fields), adds 9 additional candidate sites suitable for lower income housing and makes conforming changes. Additionally, the revised document utilizes the definition of ‘vacant’ adopted by the Department of Housing and Community Development (HCD); modifies various programs in response to HCD and public comments, in particular relating to Proposition A; expands the discussion of sites for emergency shelters; and makes other miscellaneous modifications. All of the modifications are indicated in redline/strikeout format. The following documents were included in the resubmittal:

Additional Sites Submittal May 16, 2018

An additional submittal was made to the State Department of Housing and Community Development (HCD) on May 16, 2018 to address the revisions to the Housing Element Update candidate sites list approved by City Council on May 9, 2018. The submittal included the following documents:

Revised Submittal May 9, 2018

A revised draft of the 2013 – 2021 Housing Element Update was submitted to State Department of Housing and Community Development (HCD) on May 9, 2018 to clarify proposed programs, provide updated data associated with accessory dwelling units, and to include a discussion detailing the approach in compiling the sites for moderate units. All of the modifications are indicated in redline/strikeout format. The following documents were included in the resubmittal:
