The City Manager is the chief administrative officer of the City and is responsible to the City Council for the overall administration of City business. As chief administrative officer, the City Manager provides executive leadership, direction, review and coordination of all city departments and operations.
The duties, responsibilities and authority of the City Manager include, but are not limited to:
- Enforcing all laws and ordinances of the City
- Offering professional advice on all aspects of the City's operations
- Reviewing all City Council agenda material for content and the appropriateness of
- Departmental recommendations
- Regional government coordination
- Economic development
- Public relations
- Continuously monitoring the City's financial position and needs
Assistant City Manager
The Assistant City Manager provides highly responsible administrative support to the City Manager and assists the City Manager in planning, coordinating, and directing the activities of the City. The role of the Assistant City Manager includes coordinating the day-to-day operational activities associated with the overall function of the City. This level of support enables the City Manager to focus on Council directives and policy related matters. In the absence of the City Manager, the Assistant City Manager will serve as acting City Manager.

The Human Resources Division is dedicated to supporting the organization in meeting the goals of the City Manager as determined by the City Council. By functioning as a strategic partner through collaboration with staff from all other City departments, Human Resources commits to serving the needs of the community through the City's most valuable resource – the employees.
Information Technology (IT) is comprised of IT Applications (which includes Geographic Information Systems) and IT Operations. IT is responsible for strategic planning, implementation, and ongoing operational support of the City’s technical infrastructure, government business applications, website and online services. IT also oversees the Governmental/Educational Access Fund.
The Risk Management division handles any and all claims against the City of Encinitas and San Dieguito Water District to include investigations, litigation management, liability analysis, discovery, mediation and settlements.
