The Utilities Department consists of the San Dieguito Water District, which provides potable (drinking) water services to the communities of Cardiff, Old Encinitas, Leucadia, and a portion of New Encinitas; and the Wastewater Collection Division, which provides sewer maintenance and operation services for the Cardiff Sanitary Division and the Encinitas Sanitary Division. Other agencies that provide services within the City of Encinitas are Olivenhain Municipal Water District and Leucadia Wastewater.
