The Capital Improvement Program (CIP) is a long-range plan for all individual CIP projects and funding sources. CIP wastewater projects are unique construction projects that provide improvements to the wastewater system. These projects are generally large and the wastewater assets they install, replace, or rehabilitate will be required for decades of public use. Wastewater infrastructure and facilities require long-term investments in order to ensure continued, safe, and reliable operation.  

Wastewater's CIP consists of four main components:

Infrastructure Projects: Projects which will maintain, upgrade, and improve wastewater infrastructure, such as pipelines, manholes, and other major wastewater system components.

Consultant Services and Studies: Projects which will fund various consultant services and studies for the Wastewater Division, such as the development of master plans, asset studies, and specialty engineering design services.

Capital Acquisitions: Provides for the purchase of major wastewater assets and equipment which will have long-term use.

Joint Facilities: Projects and purchases which will upgrade and improve joint facilities shared with the San Elijo Joint Powers Authority and Encina Wastewater Authority. These facilities include multiple pump stations, the San Elijo Water Treatment Plant, and the Encina Water Pollution Control Facility.
