Welcome to the City of Encinitas Human Resources Division!

The Human Resources team is honored to be a part of the City Manager’s Department and works with dedication to support the City’s vision of Encinitas as five unique communities thriving under ONE great City.

The role of Human Resources is to be a supportive partner to the seven departments across the City and San Dieguito Water District. Through the major functions listed below, staff members from the Human Resources Division provide and implement services and programs to approximately 242 full-time equivalent employees and up to approximately 150 part-time, temporary City and San Dieguito Water District employees.

The Human Resources team strives to meet the needs of employees, the management team and the organization by performing work under the service areas in a respectful, professional, and confidential manner.

Recruitment, Selection and Onboarding of New Employees

Human Resources manages and administers the City's recruitment, examination, selection, pre-employment and post-employment orientation process for both regular and temporary positions.

Benefits Administration

The City of Encinitas provides its employees with a comprehensive package of benefits which are administered by Human Resources. Benefit summaries may be found on the Employee Benefits page. The information on these web pages is intended to provide a general summary of benefits available to employees of the City of Encinitas. Exact benefits an employee is entitled to receive are determined by the City Council through collective bargaining agreements between the City and the union representing the employee's classification, as well as through various Resolutions and Ordinances. If there is a conflict between the information in this summary and the official plans/contracts, the official documents will prevail.

Benefits administration also includes the various employee leave programs in accordance with City policy, Memoranda of Understanding and applicable state and federal laws including the Federal and State Family Medical Leave Acts, the Federal Americans with Disability Act, and the California Family Rights Act. Human Resources staff members are also responsible for processing and inputting all employee salary and benefits information into the City’s financial and human resources information system.

Employee Development, Training and Recognition Programs

The City’s performance evaluation program, employee training coordination as well as recognition programs are also managed by Human Resources. The Employee Service Awards program recognizes employees for their commitment and dedication to serving the City of Encinitas organization and community. Employees are honored and acknowledged for their years of service in 5 year increments. The City also has a recognition program whereby employees may nominate co-workers across the City when they observe outstanding service or performance of duties.

Employee and Labor Relations

This function refers to the role of Human Resources in negotiating, developing, interpreting and implementing the City’s workplace employment policies, rules and provisions within the Memoranda of Understanding with two recognized labor groups as well as policies for unrepresented employees. Human Resources staff members support department supervisors and managers with employee relations issues, grievances, employee performance and discipline matters.

Organization and Workforce Planning

The division is responsible for managing and administering the City's classification program, including preparing, reviewing and updating job specifications and conducting classification studies and organizational analyses. In addition, Human Resources collaborates with the leadership and department managers on workforce and succession planning.

Policy Development and Implementation

To ensure a fair, equitable, healthy and productive workplace where individuals are evaluated on merit and achievement in all aspects of human resources management, policies are developed and implemented by human resources staff in collaboration with management and the labor groups.
