The City's Local Coastal Program (LCP) was certified by the California Coastal Commission on May 11, 1995 and the City assumed Coastal Development Permit authority on May 15, 1995. The City's LCP is comprised of two parts: 1) A Land Use Plan (LUP); and 2) An Implementation Plan.

Land Use Plan

The Land Use Plan includes issues and policies related to the requirements of the Coastal Act. Since the majority of the City lies within the boundaries of the Coastal Zone, the Land Use Plan has been included within the City's General Plan, thus creating a combined document. The Land Use Plan text is identified with the "backshading" or highlighted text within the City's General Plan.

The Post-LCP Certification Permit and Appeal Jurisdiction Map (adopted January 9, 2003) shows the extent of the City's Coastal Zone, and the California Coastal Commission's Permit and Appeal Jurisdiction within the City's boundaries.

Implementation Plan

The Implementation Plan consists of portions of the Encinitas Municipal Code and the City's various Specific Plan areas. The list of items included within the implementation plan can be found under Quick Links on this page.
