Rail Corridor Cross-Connect Implementation Plan

The Rail Corridor Cross-Connect Implementation Plan studied how to better connect Encinitas’ five communities across the railroad tracks that bifurcate the City’s coastal corridor. The project focused on the rail corridor and adjacent parallel roads, spanning from the west side of Coast Highway 101 to the east side of Vulcan / San Elijo Avenues. The purpose was to create conceptual designs for “crossing” and “connector” projects which can then be brought forward as funding becomes available and future grants are applied for.

The Cross-Connect Implementation Plan:

Builds upon the recommendations of the recently completed Rail Corridor Vision Study (RCVS) and Active Transportation Plan (ATP)
Prioritizes potential crossing projects and potential “connector” projects
Develops conceptual plans for each project
Creates an implementation strategy to secure funding and regulatory approvals

Conceptual Design Open House - January 30, 2020

Building on initial evaluations and community input, the project team identified twenty (20) projects that can help improve access along the five-mile rail corridor. Open House materials can be viewed below:

Project History

Initial Open House - May 20, 2019
Encinitas Library, 540 Cornish Drive, Encinitas

An open house style workshop was held at the Encinitas Library. Project staff and consultants were available to answer questions, and participants were able to provide feedback via an online survey and interactive exhibit boards.

Project Survey - The project collected information via an online survey that ran from May 20th to June 30th, 2019.

Rail Corridor Vision Study (RCVS) - Provides a long-term, comprehensive vision for the rail corridor based on input from both multijurisdictional agencies and members of the public to address connectivity and quality of life needs along the rail corridor in consideration of numerous ongoing projects in this area. Early action projects were identified, such as quiet zones.

Active Transportation Plan (ATP) – Updated the City’s existing plans for pedestrian and bicycle travel, including connections along and across the rail corridor.
