The Capital Improvement Program (CIP) Division is responsible for the oversight of the City’s infrastructure program from new projects to major rehabilitation projects to continuing efforts, such as pavement management. The division works on the planning, budgeting and oversight of a portfolio of projects valued at up to $200 million. Primary responsibilities of the division include:

  • Plan, design and administrate engineering contracts for City and subsidiary district capital improvement projects
  • Conduct project-specific community involvement and outreach
  • Oversee bidding, contractor selection and coordination with city staff, consultants, and contractors
  • Represent the City at SANDAG sub-committees and Regional Standards Committees to assist in developing County of San Diego Regional Standard Drawings
  • Monitor and pursue outside funding and grant opportunities to fund City projects
