The purpose of the Encinitas Equity Committee is to help the City of Encinitas and Encinitas community create safe, healthy, accessible, and inclusive opportunities for everyone who lives, works and visits Encinitas. The committee will provide the forum for a diverse mix of voices to provide suggestions to the City of Encinitas to help plan, prioritize, manage and build projects and programs; frame how we work with our communities and public safety personnel; define how we recruit and develop our employees; guide our efforts to compile and interpret data and set up expectations for stakeholders and sub-contractors that work with us.

Meets on the third Tuesday of each month at 4:00 PM

Sea Level Rise Subcommittee

Appointed Council Members: Kellie Hinze, Mayor Catherine Blakespear
The City Council Sea Level Rise Subcommittee is comprised of Council Members, City Staff, representatives from the City's Environmental Commission, as well as representatives from neighboring North County coastal cities. The purpose of the subcommittee is to consider challenges from sea level rise and to develop a comprehensive strategy for addressing the impacts of sea level rise and other environmental threats in Encinitas, particularly in Cardiff where Coast Highway 101 is especially vulnerable. Bluff Erosion and opportunities to coordinate with the San Elijo Lagoon Restoration Project will also be explored.

COMMUNITY CHOICE ENERGY SUBCOMMITTEE

Appointed Council Members: Mayor Catherine Blakespear and Councilmember Joe Mosca 
Environmental Commissioners: James Wang and Christian Adams
The purpose of the Community Choice Energy (CCE) Subcommittee is to establish a CCE program for Encinitas.  A CCE will offer Encinitas residents and businesses a choice in energy supply, including greater options for cleaner electricity sources.
On September 11, 2019, City Council approved the formation of a CCE Joint Powers Authority with the Cities of San Diego, Chula Vista, Imperial Beach and La Mesa. The Council appointed Joe Mosca as our primary CCE JPA Board Member and Mayor Catherine Blakespear as the alternate.
The inaugural Board meeting of the San Diego Regional Community Choice Energy Authority (temporary name) will be held on:

Timeline: 

  • February 20, 2019: City Council received the draft  Technical Feasibility Study and directed staff to conduct a Governance Analysis.
  • March 21, 2019: A multi-city public meeting on the draft Feasibility Study was held in Carlsbad with a turnout of over 40 participants. 
  • April 17, 2019: City Council accepted the final Technical Feasibility Study and directed staff to pursue the formation of a CCE Program. Council also approved funding for legal services to support the CCE formation process.
  • September 11, 2019: City Council approved the formation of a CCE program with the Cities of San Diego, Chula Vista, Imperial Beach and La Mesa.

HOUSING ELEMENT STRATEGY AD-HOC SUBCOMMITTEE

Committee Members:  The Housing Element Strategy Subcommittee is comprised of Council Members, City Staff, and representatives from the public.
On November 16, 2016, the City Council approved the formation of a Housing Element Subcommittee comprised of Mayor Blakespear and Council Member Kranz to work with the community, the City Attorney, outside Attorneys, City Staff and the State Department of Housing and Community Development (HCD) to discuss a path forward in order to develop a state compliant housing element.
To further this goal, the Housing Element Subcommittee established a Housing Element Task Force comprised of Mayor Blakespear, Council Member Kranz, Planning Commissioner Bruce Ehlers and former Planning Commissioner Kurt Groseclose.
The public is welcome to attend the Housing Element Task Force and associated meetings. There is opportunity to speak.

PROP 64 - MARIJUANA REGULATIONS AD-HOC SUBCOMMITTEE

The City Council Prop 64 Marijuana Regulations Subcommittee is comprised of Council Members and City Attorney.
The purpose of the subcommittee is to explore issues and options related to Prop 64, including cultivation and mobile delivery and to make recommendations for a scientific survey.

COUNCIL SUBCOMMITTEE ON ESTABLISHING A WELCOMING COMMUNITY

Established to begin the process of defining how Encinitas can become a formal member of the White House Task Force on New Americans’ Building Welcoming Communities Campaign (BWCC). According to the White House website, the President is calling on local communities to act on a set of principles to build inclusive, welcoming communities that allow all residents to thrive and advance integration efforts in three core areas: civic, economic, and linguistic integration.

The City Council Urban Ag Subcommittee is comprised of Council Members Catherine Blakespear and Tony Kranz; and city staff. The purpose of the subcommittee is to review the City’s Urban Ag policies and ordinances.

In addition, the California Coastal Commission approved the Urban Agriculture Ordinance on August 11, 2016. The Ordinance is now in full effect. Information regarding urban agriculture regulations can be found under the Planning Department's webpage under Programs & Services.

ENCINITAS RANCH GOLF AUTHORITY SUBCOMMITTEE

Appointed Council Members: Lisa Shaffer, Tony Kranz
Formed to look into matters relating to the expiring Encinitas Ranch Development Agreement, accounting and golf course management at the Encinitas Ranch Golf Course.
