Encinitas Names New Parks, Recreation, and Cultural Arts Director

Encinitas, CA, April 29, 2024 – The City of Encinitas proudly announces the appointment of Dave Knopp as its newest Parks, Recreation, and Cultural Arts Director, effective April 29th. Bringing over 34 years of experience in public service administration, along with a deep-rooted commitment to parks and recreation, Knopp's arrival marks a significant addition to the City’s executive leadership team.

 

The Parks, Recreation, and Cultural Arts Department plays a pivotal role in enriching the lives of Encinitas residents. Responsible for a diverse array of services, including managing the Encinitas Community and Senior Center, organizing city-wide special events, and maintaining parks and recreational trails, the department is at the heart of our community's vibrancy. With a dedicated team comprising of 22 full-time staff, 40 part-time seasonal staff, and numerous contracted personnel, the department oversees the upkeep of vital public spaces spanning streetscapes, open spaces, parks, beaches, and trails.

"Dave brings a wealth of expertise in parks, recreation, and administration, coupled with a proven track record of fostering a strong sense of community," said City Manager Pam Antil. "I am confident Dave’s leadership and expertise will serve the Encinitas community well."

Knopp served as the Chief of North Operations for the County of San Diego Department of Parks and Recreation for the past 9 years. As Chief of North Operations, he managed over 30,000 acres of open space and trails to protect endangered habitat and connect the public to the natural environment through recreation and educational opportunities. He led a management team that supervised over a hundred recreation staff, park rangers, and park maintenance workers operating community centers, open space preserves, campgrounds, and regional parks.

His previous leadership roles include Community Services Manager for the City of Coronado where he was instrumental in the opening of Coronado’s first community center, and Recreation Services Supervisor for the City of El Cajon where he worked with community members to provide new and expanded recreation facilities and programs. He started his career in local government as a Recreation Coordinator for the City of Poway where he created the Volunteer Reserve Ranger Program to enable the public to give back and be connected to their parks and established the Poway Teen Club.

Knopp holds a bachelor's degree in Recreation in Business Systems from San Diego State University and a master's degree in Recreation and Tourism Management from California State University, East Bay. He is a certified Park and Recreation Professional through the National Recreation and Parks Association, certified Golf Manager from the United States Golf Teachers Federation, and an active member of prestigious organizations such as the National Recreation and Park Association and the California Parks Recreation Society.
