PROJECT STATUS

Segment C and North 101 Drainage Improvements, between Jupiter Street and La Costa Avenue, began construction in March 2024 with anticipated completion expected in summer 2025.

Excavation and installation of new 60-inch storm drain pipe began at Jupiter Street and will continue to Moorgate Road. This work involves an excavation of about 25 feet in depth and includes shoring along the entire trench length to support the deep excavation.  Once the 60-inch diameter pipe is installed at Jupiter Street, construction will begin on the 60-inch diameter storm drain pipe at the intersection of Grandview Street and NCH 101. Subsequent work will include the installation of 18 and 24-inch diameter storm drain laterals at the two roundabouts. 

On June 12, 2024 City Council approved additional funding for the completion of the North Coast Hwy 101 Drainage Project between Jupiter St. to La Costa Ave.  City Council approved the final design for Leucadia Segment C West and North 101 Drainage projects in June 2022.

BACKGROUND

The Leucadia Streetscape is a decades long revitalization project that began in 2007 with a concept to enhance pedestrian, bicycle, drainage, and vehicular improvements along 2.5 miles of North Coast Highway 101 in the community of Leucadia.   

In January 2023, a $4M Grant from HUD was awarded to fund drainage infrastructure for 1.5 miles of new stormwater mainline underneath North Coast Highway 101, approximately 30 feet below the roadway.   

The drainage work must be constructed before construction on the roadway and mobility improvements can begin.  The drainage infrastructure will feature larger inlets to expedite drainage from the roadway, adds new inlets at local low points at Leucadia Roadside Park, includes green street elements to improve water quality and makes no changes to the existing pipe outfalls.   

The Leucadia community has endured historical drainage and flooding issues and the storm drain component is essential infrastructure that will benefit the area and the traveled way.
