PROJECT STATUS

City Council approved the final design for Leucadia Segment C West in June 2022.

The Segment C West project was advertised for bids in winter 2022/23, and bids were ultimately rejected in favor of modifying the project final design and bid package to include an essential deep underground drainage component to address historical flooding issues in Leucadia, made possible by $4M in Federal Appropriations funding.   

The project was adverted for construction bids in Summer 2023  with construction to begin in winter 2023/24 . 

BACKGROUND

The Leucadia Streetscape is a decades long revitalization project that began in 2007 with a concept to enhance pedestrian, bicycle, drainage, and vehicular improvements along 2.5 miles of North Coast Highway 101 in the community of Leucadia.   

In January 2023, a $4M Grant from HUD was awarded to fund drainage infrastructure for 1.5 miles of new stormwater mainline underneath North Coast Highway 101, approximately 30 feet below the roadway.   

The drainage work must be constructed before construction on the roadway and mobility improvements can begin.    The drainage infrastructure will feature larger inlets to expedite drainage from the roadway, adds new inlets at local low points at Leucadia Roadside Park, includes green street elements to improve water quality and makes no changes to the existing pipe outfalls.   

The Leucadia community has endured historical drainage and flooding issues and the storm drain component is essential infrastructure that will benefit the area and the traveled way.

March 2018 – Approval of Final EIR   

CPP Community Meeting held in January 2021 

Final Design for Segment C West approved by City Council June 2022   

The NEPA was required by the HUD Grant and the Request for Release of Funds was accepted by HUD in September 2023. 

The project began advertising on Planet Bids for Construction Bids on June 29, 2023, with a bid closing date of Aug. 10, 2023.  The project was presented to City Council on September 13, 2023 for construction and CM&I contract awards.
