PROJECT STATUS

Design is currently underway on the project and is expected to occur through the end of the year. Staff anticipates seeking approval from Caltrans to enter the Construction Phase in summer 2024 and, in addition, bringing the project plans forward to City Council for approval and authorization to advertise the project for construction bids.  

ABOUT THE PROJECT   

The City was awarded a Cycle 10 HSIP grant by Caltrans in March 2021. The project scope includes the following: install leading pedestrian intervals (LPIs), traffic signal upgrades for LPI operations, and high visibility crosswalk striping at over 45 intersections throughout the City of Encinitas. 

The project design and construction are fully grant funded with no City match. The project is currently in the design phase. Once design is complete, the City will bring forward the plans to City Council for approval and authorization to advertise for construction bids. Construction is anticipated to take place in early fall 2024.

 The project will help promote active transportation and increase pedestrian safety at multiple intersections throughout the City. 

REVIEW PROCESS  

The project design is in progress and when complete, will go to City Council for review and approvals and authorization to solicit construction bids.  


PROJECT BENEFITS & AMENITIES

A leading pedestrian interval (LPI) gives pedestrians the opportunity to enter a crosswalk at an intersection a few seconds before vehicles are given a green light. Pedestrians can better establish their presence in the crosswalk before vehicles are given the ability to turn right or left. LPIs provide the following benefits:

  • Increased visibility of crossing pedestrians.
  • Reduced conflicts between pedestrians and vehicles.
  • Enhanced safety for pedestrians in the intersection.
