PROJECT STATUS

Project design is at 100% and construction is expected to begin Winter 2023. The project was approved at Planning Commission on May 4, 2023. A timely appeal was received by the California Coastal Commission, and an appeal hearing is scheduled for their December 14, 2023 meeting.

BACKGROUND

The Beacon’s Beach Parking Lot project involves adjusting the existing parking lot so that it is out of the bluff failure plane.  Geotechnical investigations have determined a failure plane exists along the western parking spaces.  Shifting these parking spaces easterly and out of this bluff failure ensures residents can safely park and access Beacon’s Beach.  Parking lot improvements will include the installation of additional bike racks for public use and the relocation of signage to maximize use of space while ensuring traffic visibility.  Space will also be accommodated for bikeshare docking stations. ss whether additional safety measures may be needed.   

quiet zone feasibility study was completed in 2019.  At the end of August 2023, the City issued an RFP to solicit a specialized rail consultant to help design the required quiet zone crossing infrastructure and to pursue the required approvals from the FRA and the California Public Utilities Commission (CPUC), which have jurisdictional approving authority over the LOSSAN/NCTD corridor.
