In order to discourage further tags or graffiti, the City of Encinitas is aggressive in responding to and removing graffiti. The City’s Anti-Graffiti Ordinance (Encinitas Municipal Code Chapter 9.60) establishes provisions for the prevention, prohibition and FREE removal of graffiti from private property. In addition, graffiti on public or quasi-public property can be reported for removal.

The Code Enforcement Division is responsible for graffiti abatement. Staff works closely with the Sheriff’s department for the identification and removal of any possible gang-related graffiti. The Code Enforcement Division also coordinates with other City departments, utility companies, Caltrans and other public agencies to remove graffiti blights.

The Graffiti Tracker software program is essential in helping the City and the Sheriff's department obtain the necessary documentation needed to seek graffiti cost recovery.

To Get Graffiti Removed Using the Hotline

When YOUR Property Has Graffiti:

1. Contact the Graffiti Hotline at (760) 633-2751
2. Complete a Graffiti Authorization Removal Form. Completion of this form is required and authorizes staff to enter your property and remove the nuisance.
3. Provide the following:
   1. Your name
   2. Your day and evening phone number
   3. Location of graffiti: address/intersection, nearest cross street
   4. What the graffiti is on
   5. Color and general description of graffiti: Vulgar? Offensive? Gang style?
4. Send the filled out form to us via one the following:
   1. Mail or deliver to 505 S. Vulcan Avenue, Encinitas, CA 92024
      Attn: Code Enforcement/Graffiti Abatement
   2. Scan/email to code@encinitasca.gov
   3. Fax to (760) 633-2818
      Attn: Code Enforcement/Graffiti Abatement
5. Arrangements will be made to remove graffiti as soon as we receive the completed Graffiti Removal Authorization Form.

When SOMEONE ELSE'S Property Has Graffiti:
