El Portal Pedestrian Rail Undercrossing Project
SANDAG was the lead agency for the El Portal Bicycle and Pedestrian Rail Undercrossing Project. Construction for the undercrossing began in December 2020 and was completed in August 2022. The project included a new rail bridge, new retaining walls, pathways and landscaping and created a seamless mobility tie-in to the City's Leucadia Streetscape project.
The new undercrossing provides a safe and legal way for the community to cross the railroad tracks in Leucadia, connecting residents east of the tracks with the beach, the businesses along Highway 101, and public transportation and provides a direct route for residents west of the railroad to N. Vulcan Avenue, Paul Ecke Elementary School and the popular Leucadia Farmer’s Market.
The El Portal undercrossing was one of the many projects completed as part of the Build NCC Program, a $6 billion regional investment funded through a combination of federal, state and local funds as part of the voter approved TransNet, regional half-cent sales tax for transportation, administered by SANDAG.

Streetscape Phase 1 - Marcheta to Basil
The Leucadia Streetscape Phase 1 project was completed in summer 2022. New improvements include wider sidewalks, dedicated bike lanes, landscaping, irrigation, streetlights, storm drain system, parking pods, pedestrian trials, crosswalks, asphalt paving, traffic striping, street furniture including benches, chairs, tables, bike racks, and trash and recycling bins, and a roundabout and pedestrian undercrossing at El Portal Street which is now open to the public.

Streetscape B and C Safety & Mobility Enhancements
Construction of the Leucadia Streetscape Segment B and C Safety & Mobility Enhancements project began in July 2022 and was completed in December 2022. The project included modifications to the median, restriping of the northbound and southbound lanes through Leucadia to create dedicated bike lanes and reduced the highway to one vehicle lane from Basil Street to La Costa Avenue. This striping and mobility project brought the Segment B and Segment C portions of the Highway 101 corridor into alignment with the vision of Streetscape in a quick and cost-effective way.
